The panel and scratch are reviewed under useful lighting, together with the glass type, location, surface condition, coatings and intended use. Photos can help with triage, but a site assessment may still be required.
Scratch removal is for suitable surface damage; it is not a repair for a cracked or broken panel. Cracked glass should be assessed for replacement.
